The Waste and Resources Team deals with:

1) A joint arrangement for municipal waste management including the contract for waste disposal at the Cleveland energy from waste plant with Sita Tees Valley
2) Joint waste strategy development
3) Development of joint minerals and waste Development Plan Documents
4) Links to the Tees Valley Climate Change Strategy
5) Joint municipal waste management

Hartlepool, Middlesbrough Redcar & Cleveland and Stockton Borough Council have a formal joint arrangement including a service level agreement (SLA) for joint waste management based on a Waste Management Group (WMG) of senior officers in the partner authorities, with a waste management development officer (WMDO) as its executive officer.  Both the WMG and the WMDO have formal duties and powers under the joint arrangement.  The Team provides technical advice and support to the partner authorities, develops and implements a common waste flow information system and represents the Tees valley, promotes its interests at regional and national levels.

In September 2006, Entec UK Ltd were appointed consultants to prepare two joint minerals and waste Development Plan Documents (DPD) for the five Unitary Authorities (Darlington, Hartlepool, Middlesbrough, Redcar & Cleveland and Stockton).  These will consist of a Core Strategy DPD and a Policies & Sites DPD. The first stage was to produce an Issues & Options Report to identify relevant issues and potential sites which could be allocated.  The Issues & Options Report was published for public consultation in May 2007.
