The partnership promotes joint working with non-transport bodies such as the Learning & Skills Council, Connexions and JobCentre Plus in order to facilitate their aims and objectives alongside those of the LTPs.

The Tees Valley Rural Transport Partnership (TVRTP) was established in 2001, funded through the Countryside Agency as part of the National Rural Transport Partnership Scheme to run from 2001 - 2006. On 31 March 2005 as a result of changes in the Government’s Rural Strategy the Countryside Agency transferred functions associated with support for the rural voluntary and community sectors to Government Office North-East. From 1 April 2006 the responsibility for transport partnerships was transferred to the Regional Development Agency, ONE North East.
Tees Valley Rural Community Council (TVRCC) has been the managing organisation for the Rural Transport Officer (RTPO) post, whose remit has been to support the TVRTP, service its’ meetings and work with rural communities across the Tees Valley area; the post is currently funded through ONE NorthEast and partnership funding from the four local authorities of Darlington, Hartlepool, Redcar & Cleveland and Stockton-on-Tees.
